No it is not allowed to have multiple amazon affiliate accounts under same details. If they find that you are holding more than 1 account , they might ban you.

You can have multiple accounts under the name of family members. But what is the point of doing this? You can get all the earnings in just one account so that it is easy to track. They allow custom urls so you can easily see the conversions.
