Can blackhat SEO be done for vey high competition keywords under $100 per month ?

It is impossible to rank for such keywords under $100 a month. Much more higher budget is required for this.

This budget is very low to rank such keywords. You can get an audit done by some seo seller to get idea about prices. But based on my experience, you will struggle to rank with this budget. Also, it can take years before you hit the first page.
